Let's start with the "what." In Vista, right-clicking a taskbar icon brings up a familiar context menu with options like Open, Cut, and Copy (many of which aren't even applicable to the associated programs or their icons).
In Windows 7, right-clicking a taskbar icon brings up a handy list of frequently used documents and tasks--specific to that application. That's a Jump List. Here's an example of one you'd see after right-clicking the Internet Explorer icon:
